About this opportunity
The City of Buckeye, Arizona is requesting qualifications for a Construction Manager at Risk (CMAR) for the North Library and Community Center project, with Statement of Qualifications due October 6, 2026 at 3:00 PM and a mandatory pre-submittal meeting on September 15, 2026 at 2:00 PM via Microsoft Teams. The CMAR selection is qualifications-based under Arizona Revised Statute 34-601 et seq., and all contractors must hold appropriate Arizona contractor licenses as deemed necessary by the City and the Arizona Registrar of Contractors.
The project scope encompasses a 13,000-square-foot facility — 10,000 square feet for library and 3,000 square feet for recreation and community center — located on approximately 2.5 acres of an 8-acre site at the southeast corner of Beardsley Parkway and Canyon Springs Boulevard in Sun City Festival. During preconstruction, the CMAR will provide cost estimating, value analysis, value engineering, project planning, constructability reviews, and detailed cost estimates as an integral member of the Project Design Team. Following design completion, the CMAR will submit Guaranteed Maximum Price proposal(s) for construction, either as a single GMP or multiple GMPs at the City's discretion. If agreement on the GMP cannot be reached after good faith efforts, the City reserves the right to terminate.
Evaluation criteria are weighted as follows: Project Experience and Qualifications of the Contractor (30 points), Experience of Key Personnel to be Assigned to the Project (30 points), and Understanding of the Project and Approach to Performing the Required Services (40 points). The City will create a final list of at least three but not more than five contractors and will conduct contract negotiations with the selected CMAR. The CMAR will initially receive hourly compensation with a not-to-exceed total fee for preconstruction services. Submittals must be searchable PDFs uploaded to the City of Buckeye's Procurement Portal and include a cover letter, table of contents, project experience documentation (maximum six projects), key personnel resumes and organizational chart, and a detailed project approach including a CPM schedule. Questions are due September 30, 2026 at 3:00 PM local time.
