The Minnesota State Retirement System (MSRS) is requesting proposals for implementation of an Enterprise Resource Planning (ERP) system to replace Microsoft Dynamics GP, with proposals due October 13, 2026 and work anticipated to start November 16, 2026.

The ERP system will support accounting, procurement, project management, risk management and compliance, and supply chain operations.

Proposals, questions and answers, and any addenda are submitted and accessed through the State of Minnesota Supplier Portal. An Event ID/Reference Number is not yet publicly available; interested vendors should search the portal or consult the State of Minnesota list of solicitations for the full RFP documentation and submission instructions. Questions should be submitted through the portal during the Q&A cycle. Contract value, contract term, evaluation criteria, and incumbent contractor information are not identified in the available summary.

Opportunity text

MSRS request proposals from qualified firms that meet the minimum implementation requirements for Enterprise Resource Planning (ERP) replacement of Microsoft Dynamics GP. MSRS is considering two software products for this replacement: NetSuite and Workday. Both NetSuite and Workday are ERP systems. ERP is a type of software that organizations use to manage day-to-day business activities like accounting, procurement, project management, risk management and compliance, and supply chain operations. The goal of this project is to select an implementation Contractor to assess our current workflows and deploy a scalable, future-proof ERP solution to replace Microsoft Dynamics GP. This will include integrations with both the State of Minnesota's Statewide Integrated Financial Tools (SWIFT), an Oracle PeopleSoft application, and with an internally created Pension Administration system, which is a Java application. Work is anticipated to start November 16, 2026. The RFP has been posted at under Current MSRS Opportunities. Questions and Answers and any updates, such as addendums, will also be on this website. \[Partial description.
