About this opportunity

The City of Mulberry, Georgia, is requesting proposals for residential solid waste collection and recycling services under RFP2026-01, with proposals due October 22, 2026 at 3:00 p.m. Eastern Time.

The scope covers curbside collection of municipal solid waste and recyclable materials for approximately 13,100 residential units, scheduled bulky-waste collection, and optional on-call yard-waste services within the city. The contractor must provide all labor, vehicles, carts, collection, disposal, recycling processing, customer service, reporting, and technology. The City will place the residential sanitation service fee on the annual property tax bill if an agreement with Gwinnett County is completed; otherwise, the contractor must provide direct customer billing and collection services. The proposal must include monthly per-residential-unit rates under both billing models, additional-cart rates, optional yard-waste rates, bulky-waste rates, and a proposed franchise or administrative fee.

The initial contract term runs three years from January 1, 2027 through December 31, 2029, with the City retaining the option to exercise up to two additional one-year renewal terms for a maximum five-year period, subject to annual appropriation and satisfactory performance. Contractors may request one annual rate adjustment beginning January 1, 2028, supported by the Consumer Price Index for All Urban Consumers or another index accepted by the City.

Evaluation uses a Best Overall Value framework: Cost Proposal (30 points), Responsiveness to RFP (10 points), Municipal Experience (15 points), Operational Capacity (15 points), Customer Service and Technology (10 points), Financial Stability (10 points), Local and Regional Presence (5 points), and References and Past Performance (5 points).

The contractor must provide a Performance Bond equal to the contract value and maintain comprehensive insurance including workers' compensation, bodily injury liability up to $1 million per occurrence, automobile liability up to $2 million, and excess umbrella liability of $5 million. Written questions are due October 6, 2026, with City responses issued by October 9. Contract award is anticipated November 5, 2026.
