About this opportunity

The County of San Diego, Department of Purchasing and Contracting, is requesting proposals to operate a Work Furlough Program for the San Diego County Probation Department, with proposals due August 18, 2026 at 3:00 p.m., a pre-proposal conference on July 16 at 10:00 a.m. via Microsoft Teams, and questions due July 22 at 5:00 p.m. A 15% price preference applies to Small-Local Businesses meeting certification requirements.

The scope is operation of a fully staffed, 24/7 residential facility providing custodial housing and comprehensive monitoring for justice-involved adults ages 18 and older in compliance with California Penal Code 1208 and California Code of Regulations Titles 15, 22, and 24. The facility must support employment, vocational training, and community reintegration while maintaining public safety and full regulatory compliance. Offerors propose the minimum facility capacity (maximum 200 clients). The facility must be fully operational by July 1, 2027. Offerors must demonstrate experience providing similar services, organizational capability, cultural competence, and fiscal stability.

The initial contract term is one year, anticipated to begin January 1, 2027, with four one-year renewal options. Start-up funds not exceeding 10% of the initial-term contract amount may be proposed by organizations not currently providing Work Furlough Services in San Diego County. Pricing must be stable and comprehensive; year-over-year escalation rates may be proposed with supporting rationale. Offerors must comply with prevailing wage requirements and submit W-9 forms and California Revenue and Taxation Code Section 18662 withholding forms.

Evaluation criteria, in descending order of importance, are program approach, organizational capability and experience, price, organizational stability and risk, and acceptance of county terms and conditions. The County reserves the right to cancel the RFP, reject all proposals, request clarifications or Best and Final Offers, and award to one or more offerors.
