About this opportunity

Yolo County Housing (YCH) is requesting proposals for Housing Choice Voucher unit inspection services with proposals due September 28, 2026 at 3:00 p.m. PT and questions due September 21, 2026 at 3:00 p.m. PT. All inspections must comply with HUD Housing Quality Standards (HQS) and NSPIRE-V standards.

The scope includes initial move-in inspections, annual and biennial inspections, special complaint-based inspections, re-inspections for deficiency verification, and emergency inspections (with 24-hour response required). The contractor must integrate with YCH's Yardi software for scheduling and documentation, submit inspection results within 24–48 hours, provide deficiency descriptions with photographic documentation, and maintain the ability to conduct emergency inspections on demand. YCH manages approximately 1,815 housing choice vouchers and 431 units of public housing within Yolo County.

YCH reserves the right to award to a single contractor on a requirements basis or to multiple contractors on an indefinite-quantity contract basis. The guaranteed minimum annual contract amount is $2,000 with a not-to-exceed maximum of $200,000 per contractor per year. Pricing shall be submitted as a firm-fixed hourly rate; unrealistically low bids may trigger a cash bond requirement. Pre-approved reasonable travel expenses including coach-class airfare or mileage at IRS rates are reimbursed separately, with travel time compensated at four hours in and four hours out. Overtime beyond 40 hours per week is compensated at 1.5 times the hourly rate only if pre-approved. Rate escalations are possible at the end of the second and subsequent contract periods based on the U.S. Bureau of Labor Statistics Producer Price Index.

Evaluation uses a best-value method across five factors: proposed costs (20 points), demonstrated HCV inspection experience (30 points), quality of technical approach (25 points), past performance and references (15 points), and overall proposal quality and organization (10 points). Proposals must be submitted in three hard copies to the YCH Administrative Office and by email to nrasekh@ych.ca.gov. No pre-proposal conference has been scheduled.
