About this opportunity

The County of San Diego, Department of Behavioral Health Services, is requesting proposals for a Transitional Residential Treatment Program serving adults with serious mental illness and co-occurring substance use disorders, with proposals due November 16, 2026 at 3:00 p.m. and a pre-proposal conference on October 9, 2026 at 10:00 a.m. via Microsoft Teams. No small-local business preference applies because the contract utilizes federal Medi-Cal funding, though offerors must submit a Small-Local Business Subcontractor Utilization Plan demonstrating either 3% small-local business participation, a good faith effort to meet this goal, or a valid exemption.

The program must provide a minimum of 14 residential beds serving a minimum of 24 clients annually, with 24/7 services delivered countywide. The scope includes transitional residential treatment, case management, employment support, trauma-informed care, integrated substance use and mental health treatment, peer support services, and linkages to community resources and primary healthcare. The County will award one contract with an initial one-year base period and four optional one-year renewals (five years total). Providers must comply with California Department of Social Services licensing requirements and obtain California Department of Health Care Services certification for the mental health component within three months of contract start. Fiscal stability is a mandatory requirement: offerors must submit current financial statements, demonstrate acceptable accounting systems, maintain sufficient reserves for 60 days of operations, and evidence compliance with all local, state, and federal regulations governing Medi-Cal-funded behavioral health services.

The estimated five-year contract cost is $11,849,235 to $13,165,817, with rates specified in the RFP. Start-up funding for new providers is available at the County's discretion, limited to the lesser of 10% of the initial agreement amount or $150,000. Written questions are due October 16, 2026 at 5:00 p.m. The Contracting Officer is Charmaine Portacio (Charmaine.Portacio@sdcounty.ca.gov); all communications must be directed to this officer through the BuyNet platform.
