About this opportunity
Community Transit is requesting proposals for parking lot sweeping services at 26 Snohomish County properties with proposals due August 12, 2026 at 2:00 p.m. Pacific Time. Washington State prevailing wage requirements under Chapter 39.12 apply, and subcontracting is not permitted.
The scope encompasses sweeping services at bus operating bases, employee parking lots, park-and-ride facilities, parking garages, and transit centers across Snohomish County. Service areas range from approximately 13,400 to 526,000 square feet per property. Sweeping is scheduled Monday through Friday after 11:00 p.m. and Saturday/Sunday after 8:00 p.m., with some tarmac areas requiring 3:00–5:00 p.m. service slots. Community Transit anticipates 12 service visits per month across most locations. All pricing must be all-inclusive of labor, equipment, materials, supplies, overhead, and travel time, submitted as unit pricing per service visit for each property.
The contract term is one year with four optional one-year renewal periods at Community Transit's sole discretion, with performance beginning September 1, 2026. Vendors must demonstrate valid Washington State driver's licenses for all employees, ANSI/ISEA 107 standard high-visibility safety apparel, comprehensive Quality Control Plans, Safety Plans, GPS tracking verification with minimum three-month history, and emergency procedures. Community Transit reserves the right to request special services including emergency fluid spills, catch basin cleanouts, and environmentally friendly pressure washing at hourly rates.
Evaluation uses a weighted scoring system totaling 100 points: qualifications and relevant experience (20 points), technical capability and approach (20 points), communication and customer services (15 points), performance and quality assurance (20 points), and price proposal (25 points). Questions are due July 31, 2026. Contract award is anticipated for August 2026. Vendors must visit all 26 properties to familiarize themselves with site conditions prior to proposal submission.
