About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting proposals for state legislative consulting services under RFP 26-00172-AHAC, with proposals due August 11, 2026 by 4:30 p.m. Eastern Time and a pre-proposal meeting scheduled for July 21, 2026 at 11:00 a.m. via Microsoft Teams.
The contract spans a base period of three years with an option to extend for one additional year at SEPTA's discretion. The scope requires a qualified consultant to provide state legislative consulting services, including detailed technical approaches, project organization charts identifying key personnel with resumes, and comprehensive pricing. Services commence upon SEPTA's written Notice to Proceed, with monthly payments made upon approval by SEPTA's project representatives.
SEPTA will evaluate proposals based on project approach, firm qualifications and experience, professional qualifications of the project team, and past performance references. No DBE goal has been established for this procurement, though DBE participation is encouraged and must be documented if utilized.
The consultant must maintain Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Professional Liability / Errors and Omissions ($3,000,000 per claim and aggregate), Workers' Compensation ($1,000,000), Cyber / Privacy Liability ($1,000,000), and Umbrella / Excess Liability ($1,000,000). The contract is subject to Federal Transit Administration requirements, Pennsylvania Commonwealth contract requirements, SEPTA EEO provisions, Buy America requirements, and prohibitions on certain telecommunications equipment. The consultant must maintain detailed records available for audit for five years after contract completion.
Proposals must be submitted in two separate parts (Technical Proposal and Price Proposal), each containing one original hard copy and one thumb drive in PDF format. Questions are due July 28, 2026 by 4:30 p.m. Eastern Time to Heather Casullo at hcasullo@septa.org. RFP documents and addendums are available at www.septa.org under Business / Procurement / Bid Listing.
