About this opportunity

The City of Fort Worth is requesting proposals for small diameter sewer cleaning services for the Water Department on an "as needed" basis under RFP 26-0244, with proposals due August 20, 2026. A 30% small business participation goal applies; all small business participants must be certified by an organization approved by the City Manager prior to bid submission, and failure to document compliance may result in zero points on the small business evaluation criterion.

The scope includes sewer main cleaning, manhole cleaning, CCTV inspection, high-velocity jet cleaning, flow control, bypass pumping, trenchless point repairs, traffic control, and related support. Standard service deployment must occur within three hours of a work order; emergency calls must mobilize within twenty-four hours. Services operate during regular business hours (Monday–Friday, 8 a.m. to 5 p.m.) with weekend and holiday emergency availability. Vendors must demonstrate a minimum of five years of experience in sewer cleaning, CCTV inspection, and trenchless repair; maintain two personnel per truck with competent supervision; and warrant all trenchless repairs for a minimum of two years with an expected fifty-year service life. All unit pricing must include labor, equipment, materials, light cleaning, traffic control, and documentation.

The contract is structured as a vendor services agreement on an "as needed" basis with an initial one-year term and renewal options for up to four additional one-year periods at the City's sole discretion. Either party may terminate with 30 days' written notice. The vendor must maintain Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, Worker's Compensation at statutory limits, and Professional Liability of $1,000,000 per claim and aggregate, with the City named as an additional insured.

Evaluation follows best-value methodology: small business participation (up to 25 points), experience and qualifications (up to 15 points), personnel and equipment (up to 25 points), operational capacity (up to 20 points), and cost (up to 15 points). Proposers must submit responses through the Euna Portal and provide a minimum of three municipal projects of similar scope completed within the last five years. Federal Form W-9 and Texas Conflict of Interest Questionnaire (Form CIQ) are required. The City reserves the right to award to one or more vendors and to add additional services of the same general category post-award.
