About this opportunity
The City of Lodi, California is requesting proposals for unarmed security guard services across nine city-owned properties, with proposals due July 23, 2026 at 11:00 a.m. The contract is partially funded with Federal Transit Administration funds, requiring compliance with applicable federal clauses, certifications, and debarment regulations.
The scope covers 24/7 patrol and protection at nine locations: City Hall Campus (four buildings), Hutchins Street Square, Lodi Public Library, Lodi Transit Station, Lodi Transit Parking Structure, and Lodi Access Center. Services include hourly patrols, security sweeps, incident reporting, and specialized safety ambassador services at the Access Center. The contractor must supply and maintain all equipment including body-worn cameras, communication devices, and patrol vehicles (electric golf carts or bicycles), and bear costs for vehicle fuel and maintenance.
The contractor must deploy an account manager, field supervisor, and sufficient security guards to provide continuous coverage across all shifts daily, including weekends and 11 City-recognized holidays. Security guards must be age 21 or older, possess no felony convictions, clear a background check, demonstrate English fluency, hold a valid driver's license, and be physically capable for the role. Comprehensive training is required before service commencement and ongoing throughout the term. The pricing proposal must include all labor, supervision, equipment, overtime, holiday pay, benefits, insurance, taxes, and ancillary costs.
The contract term is three years with an option to renew for an additional five years; the City reserves the right to terminate services for subsequent years with 90 days' notice. The anticipated award date is October 1, 2026. Questions are due July 9, 2026 at 3:00 p.m. PST, with responses posted by July 16, 2026. Liquidated damages of $250 per violation apply for uniform violations, failure to submit incident reports within one business day, falsifying patrol verification, and unauthorized social media posts.
