About this opportunity
The City of Fort Worth is requesting proposals for security guard services on an "as needed" basis across multiple departments and locations under RFP-26-0266, with proposals due October 1, 2026. The City has established a 30% small business participation goal, requiring certified small business firms to perform or be subcontracted for at least 30% of the total awarded contract value — a material economic filter for vendor teaming and subcontracting strategy.
The scope covers part-time, full-time, and as-needed uniformed security personnel (armed and unarmed) for seven departments: Code Compliance, Economic Development, Library, Transportation and Public Works/Parking Services, Parks and Recreation, Public Events, and Water Department. Services span multiple Fort Worth locations including the Hazel Harvey Peace Center, Devoyd Jennings Business Assistance Center, Ella Mae Shamblee Library, three parking garage locations, two community centers, Will Rogers Memorial Center, Fort Worth Convention Center, five water treatment plants, and mobile patrol routes. The contractor must carry minimum Level 2 Texas security certification, maintain appropriate Texas Department of Public Safety licensing, conduct background checks, provide professional uniforms and CPR certification, and comply with all applicable state and federal regulations. Personnel must respond within eight hours for standard requests and one hour for emergency requests. The contractor bears all payroll, tax compliance, workers compensation, and liability insurance costs.
Evaluation uses a best-value methodology with a 50% minimum threshold on non-price points. Scoring allocates up to 20 points for cost, 20 for small business participation, 20 for staffing plan and personnel qualifications, 20 for technical approach and service delivery, 10 for management and quality control, and 10 for relevant experience and past performance. The City requires minimum two years of prior security services experience. Proposers must submit small business utilization forms and current certifications from city-approved certifying entities. Billing occurs through the City's AIM system with itemized invoices, supporting timesheets, purchase order numbers, and departmental breakdowns.
