About this opportunity
The Blanchard/Santa Paula Library District is requesting proposals for sanitary sewer investigation and assessment services at Blanchard Community Library, 119 North 8th Street, Santa Paula, California, with proposals due November 5, 2026 at 5:00 p.m. Pacific Time.
The library, a 21,000-square-foot facility in a converted Safeway building, has experienced recurring sewer blockages approximately every two to three weeks, with $4,120.52 in plumbing service costs during FY 2025-26. The scope includes CCTV inspection of accessible sanitary sewer piping, sewer line location documentation, identification of deficiencies such as cracks, corrosion, offsets, and root intrusion, and written recommendations for corrective action alternatives ranging from continued maintenance to pipe replacement. The assessment must be completed within 45 calendar days after notice to proceed. All fieldwork must be coordinated with District staff to minimize disruption to normal library operations, with work hours and building-use restrictions to be agreed upon before fieldwork begins.
The District will evaluate proposals based on relevant firm and project-team experience with older buildings and cast iron sewer systems, understanding of the assessment scope, completeness of deliverables, ability to evaluate corrective alternatives, proposed schedule and operational compatibility, cost transparency, and references. Cost is a factor but not the determining criterion — the District is not obligated to select the lowest-cost proposal. Proposals must include a not-to-exceed fee covering all labor, equipment, travel, subcontractor costs, and reporting with detailed cost breakdown for inspection, locating, and reporting services.
Site visits are available by appointment with Justin Formanek, Library Director, at justin.formanek@blanchardlibrary.org. Historical May 1968 conversion plans and 2013 inspection footage are available through Appendix A of the RFP. Written questions are due October 22, 2026 at 5:00 p.m. Pacific Time. Evaluation and interviews are anticipated for November 6–12, 2026, with Board consideration targeted for November 17, 2026. The District retains the right to reject any proposals and cancel the RFP.
