About this opportunity
Prince George's County Public Schools is requesting proposals for Parliamentarian Services under RFP PUR27-004, with proposals due August 19, 2026 at 11:00 a.m. EST. An MBE goal of 30% is established, representing a percentage of total contract dollar value including all renewal option terms.
The scope is independent procedural guidance for Board of Education meetings, including attendance at all regular and special Board meetings, pre-meeting consultations, real-time advice on motion procedures and voting, and training on parliamentary procedure as requested. The Parliamentarian will advise the Board President and members on parliamentary procedure compliance with Robert's Rules of Order and Board bylaws.
The initial contract term is three years, with the Board holding a unilateral right to renew for an additional two years at established prices and optional extensions not exceeding 12 months total. Pricing is fixed-rate and non-exclusive, with all pricing to remain fixed for the full contract term unless an escalation adjustment is included. Contract award is anticipated for August–September 2026.
Evaluation is weighted as follows: technical approach (40 points), experience and qualifications (25 points), past performance and references (20 points), capacity (10 points), fiscal responsibility (5 points), and MBE participation (5 points), totaling 105 possible points. Vendors must maintain Cyber Liability Insurance at a minimum of $5,000,000 per occurrence and comply with fingerprint background checks, child protective service clearances, and Safe Schools training requirements. Proposals must be submitted in four volumes — Technical Proposal, MBE documentation, Cost Proposal in Excel format, and Appendices including financial statements, insurance certificates, and compliance forms — via eMaryland Marketplace Advantage. Failure to acknowledge Addendum No. 1 (issued August 5, 2026) may result in offeror disqualification. Payment terms allow invoice submission within 30 days of service completion, with the Board retaining the right to withhold or reduce payment for non-compliance or breach.
