About this opportunity

The County of San Diego, Department of Purchasing and Contracting, is requesting proposals for progressive design-build services for the Rosecrans Property Development project, a Behavioral Health Wellness Campus on approximately 8.24 acres at 3851 Rosecrans Street in San Diego, with proposals due October 30, 2026 at 3:00 p.m. A pre-proposal conference and job walk are scheduled for September 3, 2026 at 9:00 a.m., and questions are due by September 23, 2026 at 5:00 p.m. A minimum 3% Small-Local Business participation requirement applies.

The Base Scope encompasses approximately 120,000 square feet of new behavioral health facilities providing outpatient treatment, crisis stabilization, residential substance-use treatment, mental health rehabilitation, and related programs, plus site improvements, parking, landscaping, utility infrastructure, and temporary construction facilities. The project is structured as a two-phase delivery: Phase 1 (Preconstruction Services, 458 calendar days) includes partnering, site investigation, design development through construction documents, constructability reviews, cost estimates, and a Guaranteed Maximum Price (GMP) submission; Phase 2 (Construction, 853 calendar days) is optional and exercisable by the County within 180 days of Phase 1 completion. The contractor must demonstrate minimum bonding capacity of 100% of the Budget Not-To-Exceed, comply with California prevailing wage requirements under Labor Code Section 1770 et seq., and meet skilled-and-trained workforce standards under Public Contract Code Section 22185.3(b).

The Budget Not-To-Exceed for the Base Scope is $212 million. Funding is provided through a conditional grant of approximately $99.5 million from the California Department of Health Care Services under the Behavioral Health Continuum Infrastructure Program (BHCIP) Bond Round 2, with grant funds obligated and expended by June 30, 2031. Liquidated damages are assessed at $22,986.89 per day during active construction.

Evaluation uses a weighted-scoring methodology: Essential Requirements (Pass/Fail), Acceptable Safety Record (Pass/Fail), Experience of Proposer (up to 200 points), Experience of Personnel (up to 200 points), Project Plan (up to 200 points), Price Proposal (up to 200 points), Contract Terms and Conditions (up to 100 points), Financial Strength (up to 100 points), and optional Interview (up to 200 points).
