About this opportunity
The County of San Diego is requesting proposals for Perinatal Outpatient Substance Use Disorder Services across five geographic lots, with proposals due November 25, 2026 at 3:00 p.m., a pre-proposal conference on October 21 at 10:00 a.m. via Microsoft Teams, and questions due October 28 at 5:00 p.m. The County intends to award up to five contracts, one per lot (North Coastal, North Inland, Central/North Central, East, and South regions).
Federal funding precludes small-local business preference application; however, offerors are encouraged to demonstrate a 3% small-local business subcontractor participation requirement or document good faith efforts to meet this goal. Contractors must obtain DMC-ODS (Drug Medi-Cal Organized Delivery System) certification and comply with a Linguistic and Cultural Diversity Plan requiring culturally competent, multilingual service delivery for Spanish-speaking clients, immigrant communities, and other underrepresented populations.
Services must include outpatient treatment (ASAM 1.0), intensive outpatient services (ASAM 2.1), medication for addiction treatment, assertive field-based services, contingency management for stimulant use disorder, and optional ambulatory withdrawal management. Each lot must serve a minimum of 240 unduplicated outpatient clients annually and 75 unduplicated medication-for-addiction-treatment clients annually. Population served includes pregnant women, parenting women, and adolescent females aged 15 and older who are Medi-Cal beneficiaries or low-income/uninsured individuals.
The estimated maximum contract value per lot ranges from $14.4 million to $14.55 million. The initial contract term is one year with four one-year renewal options. Pricing is all-inclusive of operational, overhead, and ancillary expenses, with rates set by the County and non-negotiable upon award. Contractors must designate a Medical Director with DHCS enrollment and a Medicaid Provider Agreement prior to service delivery and obtain Medi-Cal certification within timelines set by the Department of Health Care Services. Funding sources include Medi-Cal, Drug Medi-Cal, Substance Use Prevention Treatment and Recovery Services Block Grant, and potentially Behavioral Health Services Act resources. The Contracting Officer is Lynnette Hesselgesser at LynnetteM.Hesselgesser@sdcounty.ca.gov.
