About this opportunity
The Birmingham-Jefferson County Transit Authority (BJCTA) is requesting proposals for comprehensive ADA paratransit eligibility assessment and system review services under RFP No. 2026-02-Rebid, with proposals due September 11, 2026 at 2:00 PM CST. This is a rebid; all prior submissions under the original RFP No. 2026-02 are void.
The scope encompasses evaluation of BJCTA's current eligibility determination process, systems assessment (including Mobility Direct and Spare platforms), facilities and operations review, stakeholder engagement, compliance assessment against 49 CFR Parts 37 and 38 and ADA requirements, and delivery of a comprehensive final report with executive summary and board presentation. The awardee must identify deficiencies and provide actionable recommendations to enhance compliance, efficiency, accessibility, and data integrity.
The contract term is six months from the effective date with no renewal options. Pricing is submitted as a lump-sum base proposal covering all labor, supervision, materials, travel, reporting, and incidental costs; optional additive services are available at the proposer's discretion. Anticipated board award date is September 17, 2026.
Evaluation weighting is overall qualifications (30%), project organization and staffing (25%), project understanding and work plan (15%), cost proposal (15%), and references (15%). Respondents must provide audited financial statements for the past three years, demonstrate compliance with Alabama immigration law, maintain required insurance, and provide at least three client references for similar work within the past five years. No DBE participation goals or requirements apply; however, all contractors must comply with nondiscrimination requirements under 49 CFR Part 26. No bid bond is required.
The contract is subject to federal compliance including Title VI, EEO, ADA compliance, data security and confidentiality protections, and HIPAA applicability. Questions are due August 31, 2026 at 3:00 PM CST, with responses posted by September 4, 2026 at 5:00 PM CST. Proposals must be submitted via BJCTA's PlanetBids portal. Payment is due net 30 days from invoice receipt, aligned to milestone completion.
