About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) – Central Procurement Services is requesting proposals for a commercial-off-the-shelf Laboratory Information Management System (LIMS), including maintenance and support services, for the Michigan Department of Health and Human Services Newborn Screening Program, with proposals due August 10, 2026 (amended from August 3).
The procurement requires replacement of the incumbent Revvity Specimen Gate system. The scope encompasses integration with approximately 14 laboratory instruments (including Sciex 4500MD, Illumina MiSeq DX, BioRad Variant II, and multiple Revvity GSP analyzers), migration of approximately 1.2 TB of existing database content including over 2.5 million newborn screening records and 7.5 million attachments, and support for approximately 250 concurrent users. The system must support screening for over 50 disorders, maintain 22-year historical data retention (with read-only archive acceptable), interface with Critical Congenital Heart Disease data submission systems via flat file, HL7, or web portal, provide proficiency testing functionality, comprehensive audit trails, and offline data entry capability for continuity of operations. HIPAA and FDA 21 CFR Part 11 compliance, NIST and FedRAMP standards, and 99.98% availability are mandatory. Bidders may propose vendor-hosted, state-hosted, or hybrid-hosted deployment and may submit either subscription-based or perpetual licensing models with milestone-based payment structures.
The initial contract term is five years through April 8, 2032, with options for up to five additional two-year renewal periods at the State's sole discretion. The anticipated contract commencement date is April 9, 2027, with implementation required within approximately 18 months (single enterprise go-live by October 2028, though phased deployment is permitted if justified). Technical proposals receiving 117 or more points out of 146 total evaluation points advance to pricing evaluation; the contract will be awarded on a best-value basis considering total cost of ownership and Michigan economic impact. Questions were due July 6, 2026, with answers posted by July 13. The solicitation requires HIPAA compliance certifications, acceptance of federal provisions including Byrd Anti-Lobbying Certification (applicable if federal funds are used), and submission of a Confidential Treatment Form. All proposals are public record subject to Michigan's Freedom of Information Act, with limited exemptions for trade secrets and proprietary financial information.
