About this opportunity
The County of San Diego Health and Human Services Agency, Child and Family Well-Being division is requesting proposals for countywide mobile drug screening services under RFP 13337, with proposals due September 23, 2026 and a pre-proposal conference on August 18, 2026 at 2:00 p.m. via Microsoft Teams. A 15 percent price preference, not to exceed $150,000, applies to qualified Small-Local Businesses during evaluation.
The scope encompasses urinalysis (11-panel screening with same-sex observed collection), oral fluid (11-panel screening), and hair follicle testing (11-panel screening) via forensic laboratory analysis, with results delivered through a secure web-based management system. Services must be available Monday through Friday between 7:00 a.m. and 7:00 p.m., with accommodation of weekend and after-hours requests as County-approved. The contractor must serve parents, guardians, and emancipated youth involved with child welfare services who have substance use disorders and maintain ADA-accessible mobile collection facilities with secure private areas for male, female, and gender-neutral collections.
The contractor must hold CLIA certification and accreditation from either the College of American Pathologists-Forensic Drug Testing (CAP-FDT) or Substance Abuse and Mental Health Services Administration (SAMHSA). The contractor bears all costs for mobile units, equipment, supplies, laboratory operations, staff, translation services, and expert witness testimony.
The contract begins November 1, 2026, with an initial base period of one year through October 31, 2027, followed by four optional one-year extensions through October 31, 2031. Pricing is per-test: estimated annual volumes are 200 oral tests, 200 urine tests, and 50 follicle tests. Questions are due August 21, 2026 at 5:00 p.m. The contractor must demonstrate fiscal stability with 60 days of reserved funds and submit a Linguistic and Cultural Diversity Plan documenting workforce multilingual capabilities and planned subcontractor utilization across DBE, ESB, MBE/WBE, and non-disadvantaged categories.
