About this opportunity

The State of Maryland Department of General Services Office of Real Estate is soliciting proposals for the lease of 16,630 net square feet of administrative office space for the Maryland State Department of Human Services in Baltimore County, with an amended proposal deadline of March 12, 2026 at 3:30 PM EST.

The space must be located within specified geographic boundaries (Eastern Avenue to the north, I-695 to the east and south, Baltimore City/County Line to the west) and support client contact capabilities. The lease includes an initial ten-year term with one optional five-year renewal. All improvements to meet Department of General Services Performance Standards and Specifications are the offeror's responsibility and expense, completed prior to delivery. Tenants must provide a minimum of 55 on-site parking spaces and permit conversion of additional spaces to electric vehicle charging stations at the State's expense.

Specific building requirements include 24/7 access, keycard-controlled floor access, minimum two elevators for above-street-level space, LED lighting, touchless restroom fixtures, luxury vinyl tile flooring, glass-paned doors for specified room types, and water quality testing compliance for drinking water and cooling towers.

Evaluation uses a scored methodology with 165 maximum technical points (weighted on agency program consideration, access to amenities, building condition, transit accessibility, and transit-oriented development status) and 165 maximum financial points (weighted on net effective rent, turnkey buildout options, landlord-provided janitorial services, pass-through costs, and energy efficiency certifications such as LEED Gold or Silver). Offerors must achieve a minimum score of 65 percent of available technical points to qualify for award consideration. Financial evaluation encompasses base rental rates, annual escalations, operating expenses, rent abatement, and parking costs.

Site visits and oral presentations may be required during technical evaluation. The Department of General Services Office of Real Estate is coordinating with CBRE and Birch Advisors as the Exclusive Tenant Representative Broker. Written questions were due January 29, 2026. Broker commission is the landlord's responsibility and is due upon Board of Public Works approval.
