About this opportunity
Worth County Board of Commissioners is requesting proposals for comprehensive correctional healthcare services at the new Worth County Jail, with sealed proposals due August 11, 2026, at 2:00 p.m. and a mandatory pre-bid tour on July 24, 2026, at 10:00 a.m.
The scope encompasses medical, dental, behavioral health, and pharmacy services for an inmate population averaging 90–100 with a maximum capacity of 160 at the facility located at 310 S. Isabella Street, Sylvester, Georgia. The contractor must staff a Medical Director, Licensed Practical Nurses, Behavioral Health Professionals, and a Psychiatrist; all personnel are subject to background clearance by the Worth County Sheriff. The contractor shall submit detailed staffing plans and maintain an Electronic Medical Record system with ownership retained by the County. The contractor must provide monthly clinical reporting, quarterly financial reports with variance analysis, and annual independent financial audits. Insurance requirements include $1,000,000 commercial general liability, $1,000,000 professional liability, $2,000,000 cyber/privacy liability, and $5,000,000 umbrella coverage.
The initial contract term is one year commencing upon facility opening (expected September 2026), with two optional one-year renewals available upon satisfactory performance and mutual written agreement. Either party may terminate with 90 days' written notice; the County may terminate immediately for cause or if patient safety is at risk. Compensation consists of a fixed annual management fee covering all administrative, clinical oversight, and operational staffing costs, with pass-through expenditures for pharmaceuticals, medical supplies, off-site specialty care, laboratory services, and diagnostic imaging subject to open-book audit.
Performance is evaluated against Key Performance Indicators: 98% intake screening completion within 12 hours, 95% sick call response within 24 hours, and 90% chronic care appointment completion. Failure to meet thresholds results in management fee withholdings. Written questions are due July 28, 2026, at noon. Proposals must include one original, five copies, and a flash drive, with the cost proposal in a separate sealed envelope. Direct inquiries to Sheriff Don Whitaker at 229-776-8211 or sheriffwhitaker@worthcosheriff.com.
