Reimbursable expenses and price escalations are not allowed unless negotiated prior to contract execution. The consultant must obtain a City of Tustin Business license within 10 business days of selection and maintain commercial general liability, automobile liability, and professional liability insurance each with combined single limits of at least $2,000,000 per occurrence.

City Council approval of the consultant contract is estimated for November 17, 2026, with a Notice to Proceed expected December 1, 2026. Evaluation weighs firm/team experience at 20 points, understanding and technical approach at 40 points, project manager and key staff qualifications at 25 points, schedule of delivery at 5 points, and reference checks at 10 points. Proposals are limited to 15 pages plus separate fee proposals. Written questions are due September 23, 2026. A completed, notarized Non-Collusion Affidavit must accompany all proposals.
