About this opportunity

The Federal Emergency Management Agency (FEMA) is soliciting proposals for janitorial services at its Bothell Mobile Emergency Response Support facility under a Total Small Business Set-Aside (NAICS 561720), with proposals due August 4, 2026. This is a small-business-only procurement — a decision-flipping eligibility restriction.

The scope covers approximately 12,000 square feet of daily janitorial work at 200 228th Street SW, Bothell, Washington, including trash removal from approximately 40 personnel offices and common areas; restroom cleaning and disinfecting; dusting; floor sweeping and mopping; restocking restroom supplies; Monday, Wednesday, and Friday vacuuming and floor maintenance in common areas and stairwells; weekly window and glass door washing; and semiannual professional carpet cleaning and floor polishing. Work hours are Monday through Friday 6:00 a.m. to 12:00 p.m., with semiannual professional services conducted outside normal business hours or on weekends. Contractor personnel must be located within a 30-mile radius of the Bothell campus. The contractor must supply all cleaning materials, equipment, supplies, and restroom restocking items, with costs included in the proposal price.

All contractor employees must be United States citizens and pass a Tier 1 background investigation with a credit check, receiving favorable adjudication from FEMA Personnel Security Division before performing any work — no payment will be issued until background checks are complete. The contractor must designate a Project Manager as Key personnel serving as the single point of contact, available via telephone 6:00 a.m. to 3:00 p.m. EST Monday through Friday and responding to requests within 48 hours. All contractor employees must wear identification badges displaying name, photo, clearance level, and expiration date and must comply with all Government regulations and facility security procedures.

The contract period is one year from date of award. The facility operates as a 24/7 operations center serving 47 personnel providing emergency communications services. Quarterly site visits with the Contracting Officer are required.
