About this opportunity

The Oregon Department of Transportation is soliciting proposals for architectural and engineering design services for the Northwest Oregon ADA Curb Ramp Design Phase 1 project, with proposals due September 1, 2026, and an anticipated contract start of September 28, 2026.

Eligibility is restricted to consultants holding existing Price Agreements in the designated series B39837 to B39852 — this is a mandatory cooperative-purchasing vehicle that filters the bidder pool. There is no DBE participation goal, though ODOT encourages participation from minority, women, emerging small, and veteran-owned businesses.

The scope covers conceptual design through final Plans, Specifications, and Estimates (PS&E) and bidding assistance services for approximately 114 ADA curb ramps across Linn, Benton, Polk, and Marion counties on state highway corridors. The project includes 53 ramps at signalized intersections requiring push button adjustments or relocation, 12 partial repair ramps, and 7 ramps potentially requiring design exceptions due to railway proximity. Multiple downtown Corvallis and Salem locations require additional structural analysis, historical consultation, and coordination with railroads and traffic experts. All consultant and subconsultant personnel must be duly licensed in Oregon. Services include project management, field reconnaissance, environmental assessment, utility coordination with up to 10 operators, stormwater management analysis, traffic engineering, and construction document preparation. The estimated construction budget is between $6.5 million and $7.5 million. Contract completion is expected by December 8, 2028, with final PS&E delivery by December 31, 2028.

Compensation methods include Cost Plus Fixed Fee, Fixed Price, Fixed Price per Deliverable, Fixed Price per Milestone, Time and Materials, or Price per Unit, all subject to a maximum not-to-exceed amount determined by ODOT. Proposals are firm offers irrevocable for a minimum of 180 days following bid opening, and ODOT reserves the right to make additional awards up to nine months following closure.

Evaluation criteria are Key Staff Resumes (20 points), Approach (60 points), and Clarity of Proposal and Conformity with Requirements (20 points). Questions are due five calendar days prior to the bid opening date.
