About this opportunity

The County of San Diego Department of Child and Family Well-Being is requesting proposals for Family Support Liaison Program services under RFP 13106, with proposals due August 25, 2026, by 3:00 p.m., a pre-proposal conference on July 20 at 9:00 a.m. via Microsoft Teams, and questions due July 27 by 5:00 p.m. Small-Local Businesses meeting San Diego County Code Section 405 definitions are eligible for a 15% price preference applied to evaluation, with the adjustment not to exceed $150,000.

The program targets families involved in the child welfare system across Prevention, Voluntary, Family Maintenance, and Family Reunification categories throughout San Diego County. Services must be culturally competent and trauma-informed, implement Motivational Interviewing as a cross-cutting case management practice, and align with Family First Prevention Services Act (FFPSA) requirements. The program aims to reduce disproportionality of African American children in foster care. Services must be available during evening hours and weekends to ensure equitable access. Offerors must demonstrate experience providing similar family support or case management services and submit a detailed service model.

The contract covers an initial base period of one year with four one-year renewal options. Compensation is on a cost-reimbursement basis; the budget must address all staffing, operational, and overhead expenses necessary for service delivery. Federal funds will be expended under this contract, requiring compliance with 2 CFR 200.324 cost and pricing negotiations if only one conforming proposal is received.

Evaluation criteria, weighted in descending order, are Program/Technical Approach, Organizational Capability and Experience, Organizational Stability and Risk, Price, and Terms and Conditions Compliance. Offerors must accept or provide detailed exceptions to the County's Draft Agreement and submit Representations and Certifications, a HHSA Cultural & Linguistic Diversity Plan, job descriptions, staffing charts, financial documentation, and references.
