About this opportunity

The City of Fort Worth is requesting proposals for disaster debris equipment on an as-needed basis under RFP 26-0295, with proposals due October 22, 2026. This procurement is funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program, which obligates all contractors and subcontractors to comply with federal requirements including Section 3 HUD Act provisions, Davis-Bacon Act prevailing wage requirements, Executive Order 11246 equal employment opportunity standards, and NEPA environmental compliance.

The scope comprises four primary equipment categories: a 1,750-gallon gas-powered brine sprayer system with three-lane spray bars and automatic rate control; a pugmill mixing system with 100 TPH nominal capacity, dual aggregate bins, 40 HP mixing chamber, and water and asphalt pumping systems on a DOT-compliant single-axle trailer; a high-density polyethylene awning for the brine-making facility; and precast concrete dry storage bins in two sizes (6 ft × 2 ft × 2 ft and 3 ft × 2 ft × 2 ft). All equipment must be delivered within three months of approval to three City locations in Fort Worth: 4100 Colombus Trail, 309 Hillshire Drive, and 2204 Brennan Ave. Proposers must demonstrate a minimum of five years of experience providing disaster debris equipment and must provide operator and maintenance training for City staff. All equipment must include minimum two-year warranties covering manufacturing defects, components, workmanship, and system performance with full repair or replacement provisions.

Evaluation uses a 100-point best-value scale: cost (15 points), qualifications and experience (25 points), delivery capabilities and order fulfillment (25 points), build quality and durability (20 points), and ease of operation (15 points). Proposals scoring below 50 points on non-price criteria will not be considered. Proposers must be registered with SAM prior to award and cannot be suspended, debarred, or otherwise excluded from federal programs. Bidders may propose equivalent or superior products with appropriate justification.
