The County is seeking a qualified developer team with demonstrated competency in delivering affordable, deed-restricted housing projects of similar scope and type. The County is prepared to contribute up to 80 percent of total development costs to project financing, with repayment expected on a proposed time horizon and a return to the County, though alternative terms and structures will be considered. The selected developer receives initial predevelopment funding not to exceed $250,000 through a predevelopment loan agreement upon execution of an Exclusive Negotiating Agreement. The contract term is five years.

The County has adopted a Procurement Preference for Local Businesses Ordinance and reserves the right to apply this preference. Evaluation criteria include overall project concept, site plan and design, financing approach, County investment repayment and value, resident housing needs, community outreach, marketing and lease-up plans, developer team experience and capacity, financial capacity, owner track record, and property manager qualifications.

A pre-proposal meeting is scheduled for September 17, 2026 at 12:00 p.m. via Zoom. Questions and contract exceptions are due September 25, 2026 at 4:00 p.m. Interviews are tentatively scheduled for December 7, 2026, with an anticipated award date of January 26, 2027. Proposals must be submitted through the eProcurement portal.
