About this opportunity
Broadlinc (the Spokane Regional Broadband Development Authority) is requesting proposals for Construction Management services supporting broadband infrastructure deployment projects funded through the BEAD Program, with proposals due June 23, 2026, and an optional Q&A session on June 11.
Respondents must be authorized to do business in Washington, maintain appropriate licenses and certifications, and not be suspended or debarred from federally funded work. Familiarity with federally funded infrastructure deployment environments and industry-standard cybersecurity practices are required.
The scope covers 13 project areas representing approximately 400 miles of anticipated fiber design connecting nearly 10,000 Broadband Serviceable Locations, plus up to 20 tower locations for Next Generation Fixed Wireless access deployment in Spokane County. Services include project coordination and management, construction oversight, deployment readiness support, documentation management, contractor communication, reporting, field verification, and material distribution. The CM firm will serve as an operational implementation partner coordinating between Broadlinc, engineering firms, contractors, utility owners, permitting agencies, and stakeholders throughout the four-year BEAD deployment period. Work is performed in Spokane County.
Staffing follows a phased model: 10–15% Full-Time Equivalent in months 1–3, escalating to 100% or greater during peak construction and closeout. Respondents must propose hourly construction management service rates for anticipated staffing classifications or other fee structures, with all costs including travel throughout Spokane County. No specific funding amount is identified beyond the BEAD Program allocation.
Evaluation is weighted as follows: firm qualifications and organizational experience (20 points), relevant project and project management experience (20 points), pricing proposal (20 points), staffing approach and key personnel (15 points), project understanding and implementation approach (15 points), and reporting systems and operational coordination capability (10 points). Written questions are due June 16, 2026. Broadlinc reserves the right to reject any or all proposals and negotiate scope with the highest-ranked respondent.
