About this opportunity
The County of San Diego is requesting proposals for Community Input and Planning Services (CIPS) to support behavioral health engagement across six distinct stakeholder populations, with proposals due October 30, 2026 and a pre-proposal conference on September 23, 2026. The County anticipates awarding up to six contracts, one per lot, each covering a single population: Black/African American Communities (Lot 1), Hispanic/Latino Communities (Lot 2), LGBTQ+ Communities (Lot 3), Tribal Communities (Lot 4), Asian American/Native Hawaiian/Pacific Islander/Immigrant/Refugee Communities (Lot 5), and Justice-Impacted/Reentry/Housing-Insecure/Veteran Communities (Lot 6).
A 15 percent price preference (not to exceed $150,000) is available to Small-Local Businesses meeting the definition in Board Policy B-53 and completing required self-certification. All offerors must submit a Small-Local Business Subcontractor Utilization Plan demonstrating either a 3 percent small-local business participation rate or documented good faith efforts to meet this threshold. The preference is applied only to evaluation price; awards are made at unadjusted price.
The scope encompasses establishing and facilitating Community Planning Committees, conducting outreach and engagement, gathering and reporting stakeholder feedback, and administering participant support programs within each population segment. The contract term runs six months initially (January 1 through June 30, 2027) with four one-year renewal options extending through June 30, 2031. Individual contract budgets range from $2.875 million to $3.195 million across the full term, with total anticipated funding of $17.253 million to $19.17 million. Funding derives from Behavioral Health Services Act Community Planning Process Administration under California Welfare and Institutions Code and California Department of Health Care Services guidance.
Proposals must not exceed 30 pages excluding supporting materials and must address organizational capability, program approach, cost, organizational stability, and acceptance of terms and conditions. Procurement Contracting Officer Josielyn Kaai is the sole point of contact via the BuyNet portal's Discussions functionality. Written questions are due September 30, 2026 at 5:00 p.m.
