About this opportunity

The City of Fort Worth is requesting proposals for mixed-use development on a 4.6-acre downtown site under RFP 26-0159, with proposals due June 18, 2026 at 2:00 p.m. Central Time. The project timeline is performance-critical: the city targets hotel opening to coincide with Fort Worth Convention Center expansion completion in Q4 2029, with construction to commence immediately upon selection.

The scope comprises a 600–800-key full-service convention headquarters hotel as the anchor; 30,000 square feet minimum of retail and dining space (60% food-and-beverage, 40% soft goods/services); structured parking compliant with local ratios; street-level activation on Commerce and Calhoun streets; a public plaza of 12,000 or more square feet; and optional residential (250–300 units) and office (150,000–250,000 square feet) components. Architectural design must create a recognizable landmark visible from major vantage points and employ design language abstracting Western heritage motifs. The development must achieve minimum LEED certification, with WELL Building certification encouraged, and incorporate high-speed Wi-Fi 7 and 5G DAS technology.

Selected developers must demonstrate financial capability to incur up to $1 million in due diligence expenses and provide evidence of balance sheet capability and sufficient liquidity. The city is open to creative public-private partnership structures, including city investment and alternative revenue stream models, with specific incentive terms to be negotiated after selection.

Evaluation criteria are vision and design quality (25%), financial feasibility (25%), developer experience (20%), community and economic benefits (15%), public contribution justification (10%), and sustainability and innovation (5%); pricing is not evaluated. Submissions comprise three volumes: Volume I (Qualifications, maximum 30 pages), Volume II (Design and Program Proposal, maximum 60 pages including graphics), and Volume III (Financial Proposal, no page limit). Three finalists will advance to interviews tentatively scheduled for August 10, 2026. The pre-proposal conference and site tour occurred April 7, 2026; questions were due April 17, 2026.
