About this opportunity

The City of Fort Worth is requesting proposals for non-exclusive grounds maintenance services on an as-needed basis for citywide unimproved alleyways under the Park and Recreation Department, with proposals due August 6, 2026. The City has established a 30% small business participation goal, achievable through prime contractor self-performance as a certified small business, certified small business subcontractors, or a combination thereof; small businesses must be certified prior to bid submission by a City Manager-approved organization and located in Tarrant, Wise, Johnson, Parker, or Denton County. Failure to submit a completed Small Business Utilization Form with valid certifications results in zero points for the small business evaluation criterion.

The scope includes mowing, vegetation trimming, litter and illegal dumping removal, tree limb trimming, and debris disposal across 24 designated geographic areas citywide. Vendors must maintain vegetation height between one and four inches upon completion, submit before-and-after photographs with date, time, and location stamps within forty-eight hours, acknowledge electronic work orders within one business day, and complete assignments within two business days of the assigned due date (weather permitting). All work is subject to inspection and acceptance by the City's Contract Administrator, with unsatisfactory work corrected at vendor expense within two business days.

Vendors must demonstrate at least two years of verifiable commercial or governmental grounds maintenance experience and possess or have access to tractors, skid steers, zero-turn mowers, string trimmers, pole trimmers, edgers, and backpack blowers. The initial contract term is one year with automatic renewal for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. Proposals are evaluated on a best value basis: cost (up to 15 points), small business participation (up to 25 points), qualifications and experience (up to 15 points), ability to meet operational needs (up to 30 points), and available personnel and equipment (up to 15 points). Proposals receiving less than 50% of total available non-price points are not considered for award. All pricing must be submitted through the Bonfire Bid Table and include labor, supervision, equipment, tools, materials, and transportation. Vendors may bid on selected districts but must provide pricing for all line items within any district they bid. Proposals are submitted electronically through the Euna Portal and are subject to public opening procedures.
