About this opportunity

The City of Oakland Department of Public Works is soliciting proposals for citywide security services under RFP #426544, with proposals due August 21, 2026 at 2:00 p.m. Pacific Time (extended by Addendum 1 from the original August 14 deadline). A 50% Local and Small Local Business Enterprise (L/SLBE) participation requirement applies.

The scope encompasses armed and unarmed security services across multiple City facilities: downtown locations, Oakland Public Works Department facilities, Human Services Department buildings, Oakland Parks and Recreation centers, and Oakland Public Library locations. Unarmed guards must maintain current California Guard Cards and perform routine patrols, access control, facility inspections, alarm response, incident reporting, visitor screening, and emergency preparedness. Armed guards require a minimum of four years' experience, current state firearm permits, and California Guard Card certification; they will operate X-ray machines and metal detectors, conduct weapons screening, and provide emergency response at City Hall. All security personnel must satisfy California Department of Consumer Affairs requirements. Contractors must comply with Oakland's Living Wage Ordinance, Minimum Wage Ordinance, Equal Benefits Ordinance, Prompt Payment Ordinance, non-discrimination requirements, Equal Employment Practices standards, and Border Wall and Sanctuary City ordinances. Comprehensive liability insurance naming the City of Oakland as additional insured is mandatory. Selected firms must submit detailed incident reports, daily activity reports, and monthly summaries.

The contract carries an initial three-year term with options to extend for two additional one-year periods. The City reserves the right to award to a single firm or multiple firms, potentially dividing facilities between downtown/Public Works locations and Human Services/Parks/Library locations. Evaluation weights are relevant experience (20 points), qualifications (20 points), cost/fee proposal (38 points), presentation quality (7 points), L/SLBE participation (5 points), organization (5 points), and approach (5 points). Short-listed firms will participate in interviews, with contract award anticipated for Fall 2026.

The mandatory pre-proposal meeting is August 5, 2026 at 10:30 a.m. at the Dalziel Building (250 Frank H. Ogawa Plaza), registration required. Questions are due August 6, 2026 by 5:00 p.m. Pacific Time via email to ContractAdmin@oaklandca.gov. Addendum 1 acknowledgment must be signed and attached to all proposals.
