About this opportunity

The City of Glendale, Arizona, is requesting proposals for citywide custodial services across approximately thirty-five facilities totaling 800,000 square feet under RFP 26-15, with proposals due July 22, 2026, at 2:00 PM Arizona time. Evaluation emphasizes technical quality at 90% of score with cost at 10%; the City reserves the right to award to multiple vendors by zone.

The scope encompasses routine cleaning (dusting, sweeping, vacuuming, mopping, restroom sanitization, trash and recycling removal), day porter services during operating hours, and as-needed specialized services including carpet extraction, floor refinishing, window cleaning, pressure washing, and post-construction cleanup. Facilities include public-facing venues—libraries, recreation centers, aquatic centers, and municipal office buildings—as well as restricted-access sites including water services offices, detention facilities, maintenance operations, and administrative offices. Services must meet minimum 90% audit scores and 100% reporting compliance.

The contract term is one year initial with options to extend for up to four additional years annually, not to exceed five years total unless approved by City Council. Performance is managed through daily reports, weekly quality-control audits, monthly and quarterly review meetings, and City inspections; non-compliance incurs performance deductions ranging from $100 to $250 per occurrence. Routine-services invoicing is due by the third business day of each month; additional-services invoices are due within fourteen days of completion.

Contractors must hold Commercial General Liability ($4 million aggregate), Business Automobile Liability ($2 million combined single limit), statutory Workers' Compensation, Fidelity Insurance ($2 million), Professional Liability/Errors & Omissions ($2 million per occurrence), and Cyber Liability ($5 million per occurrence). Contractors must be registered with the Arizona Corporation Commission, maintain E-Verify enrollment, and comply with all federal and state laws.

The pre-offer conference is June 30 at 2:00 PM Arizona time via Microsoft Teams (optional). Site visits by appointment are available June 22–25 at four representative facilities. Questions are due July 7 at 2:00 PM Arizona time.
