About this opportunity

The San Diego County Probation Department is requesting proposals for Artificial Intelligence Report Writing Services under RFP 13365, with proposals due October 16, 2026. The procurement is restricted to solutions that comply with FBI Criminal Justice Information (CJI) Security Policy v6.0, California state data protection standards, and stringent IT security and accessibility requirements — compliance with these frameworks is a non-negotiable filter for vendor eligibility.

Proposers must submit comprehensive solutions addressing seventeen major IT requirement categories: SAML 2.0 or OAuth 2.0 single sign-on integration, personally identifiable information protection, domestic support and U.S. data residency, endpoint detection and malware protection, encryption in transit and at rest, dedicated infrastructure with county DNS integration, web browser-based compatibility, role-based access controls with custom role definition down to screen and function level, FIPS 140-3 validated cryptographic modules, prohibition of deprecated protocols, trusted document management compliant with county record retention, and WCAG 2.1 Level AA accessibility. The solution must achieve SOC 2 Type II audit compliance, support high availability with scalability to 200 concurrent users, include mobile deployment through Microsoft Intune, and maintain automatic encryption key rotation and seven-year audit logging for HIPAA compliance. Vendors must demonstrate vulnerability remediation within 30 days for high-severity issues, daily backup with minimum 180-day retention, disaster recovery testing, 24/7 incident response, and annual penetration testing.

Proposers must provide detailed documentation on system architecture, data migration from existing systems, implementation methodology, training materials indexed by job function, online searchable help functionality, technical and end-user manuals, and support model structure. All vendor support must originate within U.S. borders, and all county data must remain within U.S. geographic boundaries. The County CISO must review any procurement involving CJI or payment card data. Contact: David Lindsay (david.lindsay@sdcounty.ca.gov) or Melanie Caramat (melanie.caramat@sdcounty.ca.gov).
