About this opportunity
Adams County, Colorado is requesting proposals to update the Sustainable Adams County 2030 Plan through its Finance Department Purchasing Division under RFP-AR-2026, with proposals due September 23, 2026 at 4:00 PM Mountain Time. The project is federal-funded and triggers compliance with 2 CFR 200, the Federal Funding Accountability and Transparency Act, Davis-Bacon labor standards for construction work exceeding $2,000, and debarment certifications under SAM.gov registration requirements.
The scope encompasses seven primary tasks: project management and coordination; creation of short-term (2035) and long-term (2050) greenhouse gas emissions reduction targets using modeling scenarios; development of community-wide and facilities building decarbonization strategy; strategy implementation with cost analysis and prioritization; public and stakeholder engagement with workforce and bilingual outreach emphasis; plan document updates with graphics and design; and presentation preparation for Board of County Commissioners approval.
The contract term is one year with options for four one-year renewals at the County's discretion, contingent on satisfactory performance and budget approval. Work commences October 2026 upon grant contract execution. The County will not disclose the budget; proposers must demonstrate practical, efficient budgeting recognizing the grant-funded structure. Pricing must be submitted as a separate PDF with lump sum costs for each of the seven tasks, with no pricing information in the main proposal document.
Award will be made to the responsive and responsible offeror providing best overall value based on proposed schedule with milestones, firm experience with similar projects and key personnel qualifications, demonstrated understanding of project goals and timeline constraints, inclusive community engagement capacity, ability to complete work without substantial County resource demands, capability to identify key metrics and policies, and ability to analyze and communicate concepts to diverse audiences. Questions are due September 2, 2026 at 4:00 PM Mountain Time. The County reserves the right to conduct oral presentations with finalists and negotiate terms prior to award. Submission is required electronically through BidNet Direct.
