About this opportunity

The County of San Diego Department of Behavioral Health Services is requesting proposals for Adult Recovery Court Services across four geographic regions (Central, North, South, and East) under RFP 12666, with proposals due September 18, 2026 at 3:00 p.m. and a mandatory pre-proposal conference on August 14, 2026 at 10:00 a.m. via Microsoft Teams. The solicitation utilizes federal funds, so no small-local business preference applies; however, all offerors must submit a Small-Local Business Subcontractor Utilization Plan demonstrating either 3% participation by small-local businesses, good faith effort to meet this goal, or a valid exemption.

The County intends to award up to four separate contracts, one per region, to deliver comprehensive substance use disorder treatment, case management, and recovery services to justice-involved adults referred through Adult Drug Court or Deferred Entry of Judgment under California Health and Safety Code Section 11395. Services include outpatient and intensive outpatient treatment, care coordination, medication-assisted treatment, drug testing, and recovery services based on ASAM criteria assessments. Each regional provider must maintain capacity for 125 enrolled clients with minimum annual admissions of 60 unduplicated clients and hold Drug Medi-Cal certification.

The estimated total cost across all four regions over the potential 4.5-year contract term is between $44 million and $50 million, with pricing distributed proportionally by lot. The contract term consists of an initial six-month base period followed by four optional one-year renewal periods. Offerors must accept the provider rates listed in the required Payment Schedule (Exhibit C) without renegotiation upon award and must identify a Medical Director who meets Drug Medi-Cal certification standards and enrolls with the Department of Health Care Services prior to service delivery.

Proposals will be evaluated on program approach, organizational capability and experience, organizational stability and risk, cost and pricing, and acceptance of terms and conditions. Written questions are due August 20, 2026 at 5:00 p.m. The Contracting Officer is Joseph Hirschy (joseph.hirschy@sdcounty.ca.gov); all communications must route through BuyNet exclusively.
