The Commonwealth has established a 42 percent small business participation goal under Executive Order 35 (2019), and evaluation heavily weights small-business utilization.
The scope covers discrete, as-needed professional services issued through Project Orders, including evaluations, analyses, feasibility studies, schematic and preliminary designs, field inspections, code compliance investigations per NFPA 1403 standards, contract document preparation, and corrective action recommendations for burn buildings. Respondents must be qualified architectural and/or professional engineering firms capable of supporting multiple Virginia agencies. Individual Project Orders are capped at $200,000, with an aggregate cap of $1 million per contract term.
The initial contract term is one year, renewable at the Agency's option for up to four additional one-year periods. All proposals must be submitted electronically through eVA at http://www.eva.virginia.gov. Successful offerors will negotiate labor rates and fee structures (lump sum or hourly) documented in a Memorandum of Understanding.
Evaluation criteria (totaling 100 points) emphasize firm expertise and personnel qualifications (20 points), past experience on similar-sized projects and term contracts (20 points), small-business consultant or subcontractor utilization (20 points), design-to-budget experience (5 points), experience with burn buildings (5 points), geographic location and responsiveness (5 points), conformance to state construction procedures (5 points), firm size relative to project scope (5 points), and professional liability insurance coverage (5 points). Three to five firms will be selected for interviews.
An optional pre-proposal conference is scheduled for Friday, July 10, 2026 at 10:00 a.m., with pre-registration required by July 7. Respondents must submit completed Virginia AE Data Forms (AE-1 through AE-6), including firm information, personnel qualifications, Micro and Small Business participation by function and percentage, and descriptions of up to five representative projects completed within the last ten years.
