About this opportunity
Alameda County is requesting proposals for labor relations consulting services under RFP 902747, with proposals due August 10, 2026 at 2:00 p.m. A Small Local Emerging Business (SLEB) participation requirement applies: non-SLEB bidders must subcontract at least 20 percent of the total contract value to a certified SLEB, and local bidders and certified SLEBs may receive preference points (5 percent for local, up to 10 percent for SLEBs).
The scope encompasses strategic labor relations consulting to the County's Human Resource Services division, with the contractor serving as chief spokesperson and lead negotiator for concurrent collective bargaining negotiations with 12 employee organizations representing approximately 8,887 county employees and 28,680 In-Home Support Services providers across 50 bargaining units. Services include negotiation strategy development, labor-management relationship maintenance, grievance handling, Public Employment Relations Board (PERB) proceedings support, regulatory compliance advisory, and management training. The contractor must maintain 24/7 availability and provide an average of 35 hours per week across 52 weeks annually, with capacity to manage 8 to 10 simultaneous labor negotiations.
Minimum qualifications require five years of continuous labor relations consulting to governmental entities or three years of recent public sector labor negotiation experience for all key personnel. Pricing must be fixed for the three-year initial term through a County Procurement Portal submission; all costs including travel and applicable taxes (excluding sales and use tax) must be included. The contract term is three years with an option to renew for two additional years. Professional Liability/Errors and Omissions insurance with minimum limits of $1 million per occurrence and $2 million project aggregate is required.
Evaluation will be weighted as Cost (15 points), Proposed Services and Approach (25 points), Relevant Experience and Qualifications (20 points), Knowledge and Technical Expertise (20 points), Reporting and Deliverables (10 points), and References (10 points), for a maximum of 550 points including preference points. A Bidders Conference is scheduled for July 7, 2026 at 10:00 a.m. via Microsoft Teams. Written questions are due July 8, 2026 by 5:00 p.m., with responses on July 24, 2026. Optional vendor interviews are scheduled for the week of August 31, 2026. Notice of Intent to Award is September 9, 2026, with Board consideration on October 27, 2026, and a contract start date of January 1, 2027. Federal contract requirements under 2 C.F.R. Section 200.326 and Part 200, Appendix II apply.
