About this opportunity
The City of Portsmouth, Virginia is requesting proposals for structural engineering services on an as-needed basis under RFP #62-26-SKL, with proposals due July 21, 2026, and interviews anticipated during the week of August 17–21. The City intends to award contracts to multiple consultants and strongly encourages Small, Women-Owned and Minority-Owned (SWAM/MBE) and Service-Disabled Veteran-Owned (SDVM) participation, which carries an aspirational 10% weight in evaluation.
Offerors must be structural engineering firms licensed by the Commonwealth of Virginia. Services encompass structural design of new facilities, investigation and corrective-action recommendations for existing structures including bridges, parking garages, waterfront and seawall improvements, and municipally-owned buildings, and special inspections for city projects of varying scale and scope.
The contract term is one year with the option to renew for four additional one-year terms. Pricing is not required in the initial proposal; the City may request nonbinding hourly-rate estimates during the discussion stage. Payment will be made upon project completion unless otherwise negotiated. Successful offerors must provide evidence of professional liability insurance of $2 million, comprehensive general liability of $1 million per occurrence / $2 million aggregate, comprehensive automobile liability of $1 million per occurrence / $2 million aggregate, and workers' compensation as required by Virginia law prior to contract execution. The City reserves the right to cancel the contract without penalty upon 60 days' written notice.
Evaluation criteria are responsiveness to RFP provisions (20%), qualifications of the project manager (10%), personnel qualifications and experience (20%), firm organizational capability (20%), quality of workmanship and past performance (20%), and SWAM/MBE/SDVM participation (10%). Written questions are due by 5:00 p.m. on July 7, 2026, to Susan Kenney-Lambert at lamberts@portsmouthva.gov. Final panel selection and approval is scheduled for August 30, 2026.
