About this opportunity

The Commonwealth of Kentucky Division of Engineering and Contract Administration, on behalf of the Kentucky Energy and Environment Cabinet Division of Oil and Gas, is requesting proposals for orphan well plugging and remediation services under RFP-56-27 KASTOW — Orphan Well Package — Green #003, with proposals due September 18, 2026 at 3:00 PM Eastern Time. Kentucky resident bidders receive reciprocal preference, and qualified bidders or the Department of Corrections Division of Prison Industries may receive preferences per 200 KAR 5:410.

The scope covers plugging and abandonment of orphan oil and gas wells in Green County, Kentucky, including well site assessment, wellbore plugging from total depth to surface, gas and TENORM detection and measurement, cement circulation, wellhead removal, and site reclamation. All plugging work must use service rig and steel tubing work string downhole operations, prohibiting slickline methods (per Addendum No. 1). Technical specifications are differentiated by well depth: wells 1,500 feet or shallower require single cement plug to surface; deeper wells require multiple cement plugs at specified intervals including 200-foot plug at total depth, intermediate plugs across perforations, 100-foot plug at casing shoe, and upper plug from 250 feet to surface. All work must comply with current Kentucky Department of Natural Resources regulations and Davis-Bacon Act wage requirements with certified payroll documentation.

The contract is structured as a firm fixed-price lump sum with a 180-calendar-day substantial completion requirement and final completion within one year thereafter. Liquidated damages are $200 per calendar day for delays beyond scheduled milestones. Contractors must furnish 100% performance and payment bonds within five days of award, plus a 5% bid guarantee. The Commonwealth is not tax exempt; winning bidders are liable for Kentucky sales and use tax.

Technical proposals are scored on 25 points: prime and subcontractor experience (2 points), project history (5 points), equipment adequacy (6 points), project work plan completeness (6 points), and past performance with the Division of Oil and Gas (6 points). Cost proposals carry 45 of 70 total evaluation points, scored proportionally with the lowest bid receiving maximum cost score. Estimated award date is October 14, 2026. Kristi Sharp, Statewide Procurement Manager, is the Commonwealth buyer; contact 502-330-9858. Proposals submit through www.vss.ky.gov. Addendum No. Two was issued September 10, 2026; acknowledge and incorporate into bids to maintain compliance.
