About this opportunity
The Commonwealth of Kentucky's Division of Oil and Gas is soliciting proposals for orphan well plugging and remediation services under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Green County #003, RFP-56-27, with proposals due September 18, 2026 at 3:00 PM Eastern Time. Reciprocal preference for Kentucky resident bidders applies; preferences also exist for qualified bidders and the Department of Corrections Division of Prison Industries where applicable.
The scope covers well reclamation at sites in south-central Kentucky counties including Green, Adair, Allen, Barren, Breckinridge, Casey, Clinton, Cumberland, Edmonson, Grayson, Hardin, Hart, LaRue, Lincoln, Meade, Metcalfe, Monroe, Pulaski, Rockcastle, Russell, Simpson, Taylor, Warren, and Wayne. Work must employ service rigs with steel tubing work strings; slickline plugging is not acceptable. For wells 1,500 feet or shallower, tasks include pit construction, brush removal, wellhead entry, tubing and rod extraction, rig circulation with water or gel, casing perforating if needed, cement circulation to surface, and casing cutting below grade. Deeper wells require additional steps: free casing removal, possible bond logging, multiple cement plugs at specified depths, and perforating protocols depending on casing cementation status. Cement specifications must include 50/50 POZ or latex-laden cement if hydrogen sulfide is present or detected.
The contract is firm fixed-price with substantial completion within 180 calendar days of award and final completion within one additional year. Evaluation assigns 25 of 70 total points to technical merit (prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas) and 45 points to cost. Bidders must provide a bid bond of at least five percent of the base bid; selected awardees must furnish 100% performance and payment bonds within five calendar days of award. Liquidated damages are $200 per calendar day for delays beyond substantial and final completion dates. All bids are subject to Davis-Bacon Act wage requirements and Equal Employment Opportunity compliance. Written questions were due August 31, 2026. Contract award is anticipated for October 14, 2026.
