About this opportunity
The Commonwealth of Kentucky Division of Oil and Gas is requesting proposals for construction services to reclaim orphan well sites in Logan County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), with proposals due September 18, 2026 at 3:00 PM Eastern Time. This is Version 3 of the solicitation, with Addendum No. 2 posted September 10, 2026.
The scope encompasses well plugging, tank removal, site remediation, equipment mobilization, TENORM scanning and disposal, and wellsite reclamation across multiple orphan well locations. Plugging must be performed using a service rig with steel-tubing work string; slickline plugging is explicitly prohibited. Contractors must comply with detailed plugging procedures specified for Western Kentucky counties, differentiating between shallow wells (≤1,500 feet total depth) and deeper wells (>1,500 feet), with procedures including access-road construction, pit excavation, casing perforation, Class A or Class L cement circulation, and final reclamation with permanent vegetative cover. All work must comply with KRS Chapters 353.562–564 and 211, 805 KAR 1:060, Davis-Bacon prevailing wage requirements, and Build America, Buy America (BABA) provisions. TENORM disposal is reimbursed at invoice cost plus 15%. Substantial completion is required within 180 calendar days of award; final completion within one additional year. Contractors must submit weekly progress reports and completion affidavits on Division forms OG-38.
The contract is firm fixed-price. Technical qualifications (25 points) and cost proposal (45 points) comprise the 70-point evaluation framework, with emphasis on plugging personnel experience, corporate qualifications with references, committed equipment lists, past well-plugging experience with the Division or similar programs, and bid completeness. A bid guarantee of not less than 5% of the lump sum base bid and 100% performance and payment bonds within five days of award are required. Liquidated damages are $200 per calendar day for delays beyond completion dates. Contract award is anticipated October 14, 2026. Questions were due August 31, 2026. Contact Kristi Sharp at 502-330-9858.
