About this opportunity

The Kentucky Finance and Administration Cabinet Division of Engineering and Contract Administration, on behalf of the Kentucky Energy and Environment Cabinet Division of Oil and Gas, is requesting proposals for orphan well plugging and abandonment services under the KASTOW (Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program) Logan County #001 project, with proposals due September 18, 2026 at 3:00 p.m. Eastern Time. Kentucky resident bidders receive reciprocal preference consideration.

The scope encompasses plugging and abandonment of multiple orphan oil and gas wells in Logan County, including well site assessment, TENORM and gas detection assessments, obstruction removal, wellbore clearance verification to total depth, cement mixing and placement to specified intervals, surface restoration, and site reclamation. All work must comply with Kentucky Administrative Regulations 805 KAR 1:100 and Davis-Bacon Act requirements. Contractors must demonstrate experience in orphan well abandonment, hold required state licensure and insurance, and employ qualified personnel meeting Kentucky's well plugging operation certification requirements.

The contract is firm fixed-price with a weighted scoring system: 25 points for technical evaluation (prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past Division of Oil and Gas performance) and 45 points for cost proposal evaluation, with the lowest bid receiving full cost points. Bidders must submit a bid guarantee of not less than 5% of the lump sum base bid. Successful awardees must furnish 100% Performance and Payment Bonds within five calendar days of award.

Substantial completion is required within 180 calendar days of award, with final completion within one additional year. Liquidated damages are assessed at $200 per calendar day for delays beyond both substantial and final completion dates. Contract award is anticipated for October 14, 2026. Written vendor questions are due August 31, 2026, with Commonwealth responses on September 4, 2026. The Commonwealth reserves the right to negotiate with the top-ranked vendor or proceed sequentially to subsequent vendors if negotiations fail. Kentucky sales and use tax applies.
