About this opportunity
The Commonwealth of Kentucky Division of Oil and Gas is requesting proposals for orphan well plugging and remediation services in Edmonson County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), RFP-53-27, with proposals due September 18, 2026 at 3:00 PM Eastern Time.
The scope requires plugging and reclamation of abandoned wells using service rigs and steel tubing work strings, with procedures differentiated by well depth: wells 1,500 feet or shallower must have Class A, Class L, or Type 1L cement circulated solid to surface; wells deeper than 1,500 feet require staged cement plugs at specified intervals with bottom plugs at total depth and protective plugs isolating freshwater zones. Work includes site access preparation, pit construction with six-mil liners, wellhead entry or dismantlement, casing perforations when necessary, and complete site reclamation with grading and stabilization. Slickline plugging is not acceptable. For hydrogen sulfide areas, contractors must use 50/50 pozzolan or latex-laden cement. All casing must be cut 3 feet below surface after cement sets. The Commonwealth covers 24 South-Central Kentucky counties; specific project location is Edmonson County.
Contract performance requires substantial completion within 180 calendar days of award and final completion within one year after substantial completion, with liquidated damages of $200 per calendar day for delays beyond either milestone. The contract is firm fixed-price. A bid guarantee of not less than 5% of the lump sum base bid is required, along with 100% Performance and 100% Payment Bonds due within five days of award.
Proposals are scored on 70 points: 25 points for technical criteria (prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas) and 45 points for cost evaluation, with lowest bid receiving maximum cost score. Kentucky resident bidder reciprocal preference and preferences for qualified bidders or the Department of Corrections Division of Prison Industries apply. The Commonwealth reserves the right to request Best and Final Offers and negotiate with top-ranked or subsequent vendors. Contractors must comply with Davis-Bacon wage requirements, Civil Rights Act provisions, and Equal Employment Opportunity requirements. Questions were due August 31, 2026. Award is targeted for October 14, 2026. Kristi Sharp, Statewide Procurement Manager, is the Commonwealth Buyer; contact 502-330-9858.
