About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for orphan well plugging and remediation services in Edmonson County under RFP-53-27 (KASTOW—Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program), with proposals due September 18, 2026 at 3:00 p.m. Eastern Time. Kentucky resident bidders and qualified bidders receive reciprocal preference consideration.
The scope encompasses well plugging and remediation from total depth to surface, including gas and TENORM (Technologically Enhanced Naturally Occurring Radioactive Materials) testing, obstruction removal, cement circulation, wellsite reclamation, and access-road restoration for a single orphan well package. Substantial completion is required within 180 calendar days of award, with final completion within one additional year thereafter. The contract is structured as a firm fixed-price agreement with a single line item.
Evaluation awards up to 45 points on competitive pricing (lowest bid receives maximum points; others scored proportionally), and up to 25 technical points distributed across prime and subcontractor experience (2 points), project history (5 points), equipment adequacy (6 points), work plan completeness (6 points), and past performance with the Division of Oil and Gas (6 points), for a total possible 70 points. Bidders must provide a bid guarantee of at least 5% of the lump sum base bid; successful awardees must furnish 100% performance and separate 100% payment bonds within five calendar days of award.
Contractors must comply with Davis-Bacon wage requirements, Kentucky civil rights laws, and all applicable federal and state regulations. Liquidated damages are assessed at $200 per calendar day for delays beyond substantial or final completion dates. Written questions are due August 31, 2026. The Commonwealth anticipates award by October 14, 2026.
