About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet Division of Engineering and Contract Administration is requesting proposals for well plugging and remediation services under the Methane Emissions Reduction Program (MERP) Package 5 covering Floyd and Knott Counties, with proposals due July 31, 2026 at 3:00 p.m. Eastern Time. The Commonwealth is procuring on behalf of the Kentucky Energy and Environment Cabinet, Division of Oil and Gas. A reciprocal preference for Kentucky resident bidders applies under KAR 200 5:410, and preferences for qualified bidders or the Department of Corrections Division of Prison Industries also apply per the same regulation.

The scope encompasses well plugging and site remediation including gas detection equipment, wellbore clearing, cement circulation, and wellsite reclamation across Floyd, Knott, and Warren Counties. The contractor must achieve substantial completion within 180 calendar days from the award date and final completion one year after substantial completion. A full-time on-site superintendent approved by the Owner is required. The contractor must submit a detailed construction schedule in critical path method (CPM) format within 15 days of commencement, updated monthly. A one-year warranty period commences from final completion.

The contract is Firm/Fixed with Davis-Bacon Act wage requirements and Equal Employment Opportunity provisions. All bids require a bid guarantee of not less than five percent of the lump sum base bid; 100% Performance and Payment Bonds are required within five calendar days of award by a Kentucky-authorized surety. Liquidated damages are assessed at $200 per calendar day for delays beyond substantial or final completion dates. The Commonwealth is not tax exempt; the winning bidder is liable for Kentucky sales and use tax.

Technical proposals are scored on 25 points covering prime and sub-contractor experience (2 points), project history (5 points), equipment adequacy (6 points), completeness of work plan (6 points), and past performance with the Division of Oil and Gas (6 points). Cost accounts for 45 of 70 evaluation points, scored proportionally with the lowest bid receiving maximum cost score. Written questions were due July 7, 2026. Award is anticipated August 26, 2026. Addendum No. One, issued July 14, 2026, confirmed the 180-day completion timeline as binding.
