About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet Division of Engineering and Contract Administration, on behalf of the Kentucky Energy and Environment Cabinet Division of Oil and Gas, is requesting proposals for well plugging, remediation, and site reclamation services in Floyd and Knott Counties under the Methane Emissions Reduction Program (MERP) 5, with proposals due July 31, 2026 at 3:00 p.m. Eastern Time and written questions due July 7, 2026. Kentucky resident bidders receive reciprocal preference consideration.
The scope encompasses comprehensive well plugging and remediation work, including equipment mobilization, cement work, wellsite remediation, and access road restoration across Floyd and Knott Counties. Substantial completion is required within 180 calendar days of award, with final completion within one year thereafter.
Pricing shall be submitted as a firm, fixed-price lump sum bid inclusive of Kentucky sales and use tax. A bid guarantee of not less than 5% of the base bid amount is required, along with 100% performance and payment bonds due within five calendar days of award. The contractor must provide a full-time qualified superintendent on-site throughout work performance, submit a construction schedule within 15 days of commencement with monthly updates, and maintain daily construction reports submitted weekly. All equipment, materials, and workmanship carry a twelve-month warranty after final completion, with the contractor responsible for defect correction at no cost to the Commonwealth.
Cost proposals are weighted at 45 of 70 evaluation points, with the lowest cost bid receiving full points and higher bids scored proportionally. Technical proposals are evaluated on a 25-point scale addressing prime and subcontractor experience (2 points), project history (5 points), equipment adequacy (6 points), work plan completeness (6 points), and past performance with the Division of Oil and Gas (6 points). The contract is subject to Davis-Bacon Act wage determination requirements and prevailing wage certifications. Award is anticipated on August 26, 2026. The Commonwealth reserves the right to request best and final offers and to negotiate with the top-ranked vendor or subsequent vendors if negotiations fail. Direct inquiries to Gina Cavender at 502-573-0140.
