About this opportunity
The North Carolina Department of Health and Human Services, Division of Health Benefits, is requesting proposals for Pharmacy Analytical and Clinical Support Services to the NC Medicaid Pharmacy Program under RFP 30-2026-002-DHB, with proposals due August 6, 2026 and a pre-proposal conference on June 11, 2026 at 2:00 p.m. EST.
The scope requires a contractor with actuarial pharmacy expertise at federal, state, and commercial levels to evaluate value-based clinical program initiatives, quality improvement and cost containment strategies, and pharmacy, durable medical equipment, and managed care coverage analysis. Work must comply with 42 CFR Part 447; Section 340B of the Public Health Service Act; Section 1927 of the Social Security Act; and the North Carolina State Plan. The program serves over three million North Carolinians, including children, elderly, blind, and disabled populations, and encompasses prescription drug benefits, rebate management, and formulary oversight.
The initial contract term is three years with Department options to renew for up to three additional one-year periods at its sole discretion, with renewal decisions communicated no later than thirty days before each term's expiration. No estimated contract value is disclosed.
Evaluation uses a best value trade-off methodology across four criteria — Service Delivery Ability, Program Administration, Qualifications and Experience, and Cost Proposal — with no specific weighting assigned. The Department reserves the right to negotiate, request clarifications or best and final offers, conduct in-person presentations, and inspect facilities prior to award.
Written questions are due June 25, 2026 at 2:00 p.m. EST, with responses posted by July 23. Proposals must be submitted electronically through the North Carolina eVP portal with separate technical and cost files. Award is anticipated for November 4, 2026. Minimum qualifications include acceptance of all terms and conditions, financial stability, and relevant experience.
