About this opportunity
The County of Chemung Department of Social Services is requesting proposals for intensive case management services under RFP-2909, with sealed proposals due August 6, 2026 via hard copy or electronically through BidNetDirect at www.bidnetdirect.com/new-york.
The scope calls for two full-time caseworkers to deliver intensive family or person-centered case management services to individuals and families currently receiving or applying for Public Assistance due to housing instability, income loss, or related barriers. The program targets self-sufficiency, housing stability, and reduced reliance on Public Assistance through strength-based and trauma-informed practices. All referrals originate exclusively from DSS. The contractor's role is to stabilize housing, support income growth, and address service barriers so that households achieve and maintain stability independent of Public Assistance long-term.
Proposals must be submitted in sealed hard copy or electronic format to the Empire State Bid System no later than 2:00 p.m. on August 6, 2026. Official bidding documents are available beginning July 9, 2026, through www.empirestatebidsystem.com, where vendors must register to access all documents and addenda. The County reserves the right to reject any and all proposals and to waive any informality in the bidding process. No incumbent contractor has held an identical or substantially similar contract within the past five years. The source does not disclose estimated contract value, contract term, evaluation criteria, or a pre-bid meeting date.
