About this opportunity

The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for plugging and remediation services on ten orphan wells located in Perry County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), with proposals due July 31, 2026 at 3:00 p.m. Eastern Time. Kentucky resident bidders and qualified bidders receive reciprocal preference consideration in cost scoring evaluation.

The scope includes testing for gas and TENORM, drilling out obstructions, clearing wellbores, mixing and pumping cement, and site reclamation across wells varying in depth from 1,470 feet to an estimated 5,860 feet, distributed across multiple leases and ownership entities. The work must be completed within 180 calendar days of award, with substantial completion required within 365 calendar days from award and final completion within one additional year thereafter. Prevailing wage requirements apply under Davis Bacon wage rates (revised via Addendum No. 1, dated July 8, 2026).

Pricing is firm fixed-price with a lump sum base bid. Bidders must provide a bid guarantee of not less than five percent of the lump sum base bid, along with 100% Performance and Payment Bonds within five days of award. Kentucky sales and use tax applies. Payment is due within thirty working days of invoice receipt or service acceptance.

Evaluation uses a 70-point scoring system: 25 points for technical factors (contractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas) and 45 points for cost, with the lowest bid receiving full cost points and higher bids scoring proportionally lower. The Commonwealth reserves the right to request Best and Final Offers or to negotiate with the top-ranked vendor.

Written questions were due July 7, 2026 (Commonwealth responses provided July 13). Contact Gina Cavender at 502-573-0140. Bid submissions must be made electronically or physically to the Division of Oil and Gas, 300 Sower Boulevard, 4th Floor, Frankfort, Kentucky 40601, with authorized agent signature required for physical submissions.
