About this opportunity

The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration is requesting proposals for the plugging and abandonment of orphan oil and gas wells in Perry County under RFP-27-27 (KASTOW—Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program), with proposals due July 31, 2026 at 3:00 p.m. The project is subject to prevailing wage and Davis Bacon wage rate requirements, indicating federal funding or prevailing wage applicability.

The scope encompasses the reclamation of ten orphan wells across multiple lease locations (Ritchie, Duff, Smith, Watts, Crawford, Equitable Production Company, Holiday Green, and Beams properties) in Perry County. Well depths range from approximately 1,470 feet to 5,860 feet. Work includes well site preparation, plugging operations using specified cement standards, surface equipment removal, and site restoration in compliance with Kentucky Department of Natural Resources regulations and industry standards. Contractors must submit detailed proposals outlining methodology, equipment, timeline, qualifications, and pricing for all labor, materials, equipment, and disposal services on a per-well or lump-sum basis.

Bidders must comply with the Commonwealth of Kentucky's General Conditions of the Contract for Construction—General Contractor (effective March 1, 2019), which requires contractors to submit construction schedules within fifteen days of commencement, shop drawings on specified intervals, weekly construction reports through the Owner's Document Collaboration System, and maintain a mandatory twelve-month warranty period. The Architect, Engineer, or Consultant serves as the Owner's representative with authority to approve or reject work and issue change orders. Contractors bear full responsibility for all labor, materials, equipment, permits, and licenses; the Commonwealth is exempt from local building permit fees.

Addendum No. 1, issued July 8, 2026, revised Attachment J (orphan well package details) and Davis Bacon wage rates. Online bidding is permitted. Inquiries may be directed to Gina Cavender at 502-573-0140.
